From what I understand penalties can be harsh for non-compliance, violators can be fined $1,000 to $10,000 and be put in jail for 1-5 years. Additionally, contractors will loose ALL government contracts for up to three years and possibly loose business permits and licensing.

The decision gives the Obama administration more time to review the rule, which would require government contractors and subs to use an electronic system to check whether their employees are eligible to work in the U.S. The system has been modified to increase the accuracy of employment verification, according to testimony of the acting deputy director of the U.S. Citizenship and Immigrations Services.
